Senior Vice President/COO
The Senior Vice President/COO of Westrian, Mr. Carns has more than 20 years of engineering experience as an Operations Director, Project Manager, and Project Engineer on civil engineering projects and public works programs. These include transportation, roadways, drainage and stormwater, solid waste disposal and recycling, and potable water and wastewater systems. At JR Engineering Mr. Carns has directed the operation of the Public Works Division and has served as Project Manager or Project Director on numerous roadway and transportation projects.
Mr. Carns’ previously worked as Director of Public Works for the City of Hemet, California and Director of Engineers for Adams County, Colorado. In these positions he was responsible for identifying, developing, and implementing the full spectrum of Capital Improvement Programs, not the least of which included Denver’s new Denver International Airport.
Mr. Carns has developed service delivery programs such as automated refuse collection, automated recycling, pavement management systems, GIS, and customer service programs. Mr. Carns also developed and administered a $6 million Water Bond Certificate of Participation for construction of master planned water facilities.
