of Westrian, Mr. Clutter has developed designed and conducted construction inspections of civil engineering projects for the last ten years. Design and construction of public roadway, water, storm sewer, and sanitary sewer improvements has been a primary focus. Mr. Clutter's experience includes both private and public sector clients involving numerous engineering tasks including preparing cost estimates, drainage studies, construction plans, bid and contract documents, and technical specifications. Mr. Clutter has served as a Town Engineer and is currently the acting District Engineer for several Metropolitan District's located in Denver, Colorado .
Prior to working for JR Engineering, Mr. Clutter conducted inspections of State Highway lighting and traffic signals for the Pennsylvania Department of Transportation. This work included scheduling, reviewing pay requests, inspecting electrical work, and traffic control associated with installations and maintenance of highway lighting, sign lighting, navigational bridge lighting, and traffic signal control panels. Additionally, Mr. Clutter also conducted Class 3 dam inspections for the Pennsylvania Department of Environmental Resources.
